East Bay and the Moors Public Space Protection Order

Colchester City Council has introduced a Public Space Protection Order (PSPO) within the East Bay and Moors area of Colchester

 
Following a public consultation, the PSPO covers the following restricted area and last for three years.
 
The move follows complaints to both the Council and the Police from local residents and visitors about anti-social behaviour including:
  • Persons gathering to consume alcohol, use drugs, defecating and urinating
  • Wilful damage to property within the proposed restricted areas.
  • Persons have been using land for the unauthorised camping and human habitation.
  • Persons have caused alarm and distress to other persons in the locality by recklessly lighting fires, swearing and shouting and being under the influence of alcohol or other substances
 The PSPO restricts the following activities:
 
  • Any person using the restricted areas for unauthorised camping or human habitation
  • Any person behaving in a manner that is likely to result in any member of the public being intimidated, harassed, alarmed or distressed. 
 
Failure without reasonable excuse to comply with the prohibitions or requirements imposed by the PSPO would qualify as a summary offence under Section 67 of the Anti-Social Behaviour Crime and Policing Act 2014. A person guilty of an offence under Section 67 is liable on summary conviction to a fine not exceeding Level 3 on the standard scale.
