Consultation Begins on East Bay and the Moors Public Space Protection Order

The Borough Council intends to extend this order. Any representations relating to the extension should be directed to

The public is invited to submit its views on proposals to enforce an extension and variation to the existing Public Space Protection Order (PSPO) at the area East Bay and the Moors designated by Colchester Borough Council.

The consultation will run for 14 days from Monday 25th May 2020 until Monday 8th June 2020
If approved, the PSPO would cover the restricted area and last for three years.
The move follows complaints to both the Council and the Police from local residents and visitors about anti-social behaviour including:
  • Persons gathering to consume alcohol, use drugs, defecating and urinating
  • Wilful damage to property within the proposed restricted areas.
  • Persons have been using land for the unauthorised camping and human habitation.
  • Persons have caused alarm and distress to other persons in the locality by recklessly lighting fires, swearing and shouting and being under the influence of alcohol or other substances
The PSPO, if adopted, will restrict the following activities
  • Any person using the restricted areas for unauthorised camping or human habitation
  • Any person behaving in a manner that is likely to result in any member of the public being intimidated, harassed, alarmed or distressed.
Failure without reasonable excuse to comply with the prohibitions or requirements imposed by the PSPO would qualify as a summary offence under Section 67 of the Anti-Social Behaviour Crime and Policing Act 2014. A person guilty of an offence under Section 67 is liable on summary conviction to a fine not exceeding Level 3 on the standard scale.
